Ranking the best places to become an IT pro is not an exact science, and is mostly subjective. While we used objective data to calculate our rankings, the methodology itself is based on our opinions. To determine the best places rankings, we analyzed employment data, cost-of-living, and average salaries in every state (including the District of Columbia) and the top 400 localities in the US. The results, and our scoring methodology, are below.
